COURSE ON FISCALIZATION OF ILLEGAL AGRICULTURAL INPUTS

Considering the complications that the illegal agricultural inputs market creates for public and private security agents, USP's School of Multidimensional Security (ESEM), in partnership with CropLife Brasil, is offering the EaD Course on the Inspection of Illegal Agricultural Inputs.

The course aims to present the main concepts, challenges, good practices and solutions for the activities of inspection, identification, seizures, handling, transportation, safekeeping and destruction of agricultural inputs, through the sharing of knowledge and experiences by a team of high-level instructors from Academia, the Private Sector and Public Security Institutions.

This is the third step in ESEM's "Program to Combat Illicit Markets in Illegal Agricultural Inputs", which since 2015 has been committed to providing quality training in Security and Defense, combining academic knowledge with the experience of agents working in these sectors.

The Distance Learning Course on the Inspection of Illegal Agricultural Inputs offers continuing professional training for Brazilian and Latin American public and private security agents who work with or are interested in the production, circulation and marketing of illegal agricultural inputs. The main objective is for the trainee to be able to inspect, i.e. recognize, seize, handle and investigate smuggling and other crimes related to illegal agricultural inputs.

• Introduce students to approaches for understanding the phenomenon of the illegal agricultural input market, highlighting the economic incentives that exist along its value chain;

• To enable students to compare theoretical concepts with practical examples, through the analysis of cases applicable to the day-to-day work of security agents, for example, the conduct of forensics, the production of evidence, the chain of custody and criminal classification;

• Contribuir para o contato entre stakeholders Contribute to contact between stakeholders from different spheres of society, in order to encourage inter-agency cooperation, legal-police cooperation and partnerships with the private sector;

• Encourage a multidimensional approach to responding to the problem of smuggling illegal agricultural inputs, focusing on international cooperation and criminalization in the countries of the region.

Public Security agents (Civil Police, Military Police, Federal Highway Police, Federal Police, Technical-Scientific Police, Municipal Guards); Inspection agents of federal, state and municipal entities, public or private; Agents of the Judiciary and Public Prosecutors, federal and state; Public servants; Undergraduate and graduate students.

The course will be offered between September 25 and November 30, 2023 (8 weeks), with a total workload of 30 hours of synchronous and asynchronous activities. Successful students must attend 75% of the classes offered and their certificate will be issued by the University of São Paulo within 20 working days of the official end of the course.

The methodology used in the course will be Problem-Based Learning combined with Microlearning. The first method seeks to connect theoretical concepts with practical issues. The aim is to bring knowledge closer to the day-to-day activities of police work, to foster a deeper understanding and contribute to our students' professional performance. Microlearning is a modern teaching method designed for distance learning. Its aim is to increase flexibility, dynamism and the absorption of knowledge by students through the use of different but complementary teaching tools. At the end of the course, students are expected to have been able to understand complex phenomena and apply this knowledge to practical situations.

• A dynamic teaching platform that allows for communication and the availability of various materials, in addition to the courses themselves;

• Provision of content handouts for each of the classes;

• When necessary and indicated, there will be supplementary support material, made available along with the lessons;

• There will be tutorials on the platform to support students with the use of the platform, access to courses, among others;

• Discussion forums

• The students will have a team of international monitors that will support them throughout the course with academic issues, case studies, and other activities.
