The EaD Multidimensional Security on Borders course is a professional training course aimed at police officers and public agents who work with the issue of border security. We hope that by completing the course, you will be more qualified to act in the control of the trade in counterfeit and smuggled products and to combat the trafficking of illicit products. And also to understand more broadly the new criminal threats that are emerging in the border region. These are the topics that we will address in the first module of the course.
The challenge of cooperation between institutions and the organization of work teams is another major axis of this course. We dedicate three modules to discuss and analyze these topics. In the second module of the course, we will address the regulatory frameworks that allow international cooperation in police legal matters and the growing need for inter-agency integration and international legal cooperation in the face of new criminal threats faced by countries in the region. The third and fourth modules address the same problem from different angles: the challenges of managing police activity. The instructors of these modules are experienced police officers and operators of the criminal justice system and will, in a practical way, discuss what is needed to develop effective strategies and practices of integrated action, it is certainly one of the biggest challenges in the police area.
In order to facilitate dialogue between the different police forces and public bodies in the different countries in the region, we have prepared an Atlas of the Legal and Criminal System of Argentina, Brazil and Paraguay, which will be available in electronic format. The Atlas makes a comparison between the legislation of the countries, based on the model adopted by the European Economic Community, showing the different legal approaches, not yet made compatible by cooperation agreements and treaties, which often make it difficult to combat organized crime and transnational illicit acts. in the region.
The School of Multidimensional Security (ESEM) is part of the Institute of International Relations (IRI) of the University of São Paulo (USP).
